H.E Hamad bin Nasser Al-Missned, President of Administrative Control and Transparency Authority said that the National Day is an important occasion for the heart of every citizen and resident and that it is an occasion to celebrate the achievements of the country in all political, economic, social, human and environmental fields, in order to build a secure, prosperous and developed Qatari society.
He added that the celebration of the national day is a glorious occasion and an opportunity for everyone in the Qatari community to renew their determination to contribute effectively in realizing the aspirations of Qatar National Vision 2030.
H.E wishes to convey the highest form of congratulations to His Highness Sheikh Tamim Bin Hamad Al-Thani, Amir of Qatar, to His Highness the Amir Sheikh Hamad Bin Khalifa Al-Thani and His Highness Sheikh Abdullah Bin Hamad Al-Thani, Deputy Emir of the State of Qatar and to the Qatari people.
H.E stressed that the National Day represents an opportunity to unite and rally around the wise leadership, which has borne the renaissance of Qatar and its people and followed the path of the founder in the paths of pride, dignity and sovereignty.
Furthermore, H.E pointed out that ACTA has accomplished many achievements in 2018, which contribute to the construction process witnessed in the country, for example: Completion of the preparation of the national strategy to promote integrity and transparency, dependent on a participatory approach based on coordination and cooperation with all stakeholders related to the Integrity, transparency and prevention of corruption systems in the State. ACTA has also prepared a charter for the integrity of public employees in order to promote proper work behavior and good work ethics. In addition, ACTA has prepared a draft law on transparency of information, which facilitates access of information, which is needed by the individual in the Qatari society, or any individual outside of Qatar. ACTA also started implementing the programs and training workshops, in cooperation with the national training centers and institutions.
ACTA has been keen to strengthen international cooperation with international and regional organizations and authorities in the field of protecting integrity and combating corruption, through memorandums of understanding for cooperation in all related fields.
As the year 2018 extended to withstand the unjust blockade imposed on Qatar, HE the President of the Authority stressed that the Authority is keen to make every effort to maintain the fundamentals of sovereignty and national dignity. In addition, it continues to work, achieve, sacrifice, and stand firmly against all attempts that attempt to undermine national sovereignty.
Mr. Hassan Al Dossari, Director of Legal Affairs, praised the annual celebration, which reflects the true meaning of love and the sincere loyalty of the people of this nation to its government and leadership. He also emphasized the efforts of the Authority to promote Qatar’s vision of supporting transparency, integrity and combating corruption. Through many legislative instruments are laws and regulations that facilitate access to information, reduce conflict of interest of government responsibility, and charters that support transparency in the management of public affairs. In accordance with the directives of His Highness the Emir of the country, and in the implementation of His Highness’s decision No. 6 of 2015 to reorganize the Administrative Control and Transparency Authority.
Ms. Amal Al-Kuwari, Director of the Department of Control and Development, pointed out that the celebration of the National Day is a continuation of the resistance against the unjust blockade imposed on the State of Qatar, which has not lost the will of its people; rather it increased their strength and hardness. She also commended the role played by the Authority in the preparation of reports on the review of the implementation of the United Nations Convention against Corruption in the State of Qatar, in coordination and cooperation with relevant national authorities, the States parties concerned and the United Nations Office on Drugs and Crime, as well as its role in proposing ways and means to enhance integrity and transparency in the management of the State property, and proposing clear criteria for transparency in bidding procedures and auctions.
Mr. Ibrahim Ali Abdullah, Director of Public Relations and Communication Department, expressed his sincere congratulations to all the people of Qatar. He expressed the hope that God will protect this country from all evil and maintain its grace of security, safety, stability and prosperity. He then tackled the role played by the Authority in communicating with all national institutions and entities and providing full support to them in establishing integrity and transparency and preventing all forms of administrative and financial corruption in the public sector. This reflects positively on Qatar’s position in international indicators related to integrity and transparency. “He added that this year’s theme” Qatar will remain free” represents the most effective response to the current crisis, and that Qatar is now stronger than it was before the crisis.
The Authority concluded by saying that it pledges God and the wise leadership of the country to be the watchful eye on the public interest and public money, and not to spare any effort to build a strong, developed and open Qatar and a safe place to live and work.
