ACTA’s Departments

The ACTA's organizational Structure consists of the administrative units illustrated above, which are:​

    • Technical Office

      The Technical Office shall be responsible for the following:

      ​1. Providing technical opinions on matters referred to it by the President of the Authority.

      2. Studying and evaluating reports, projects, and programs related to the Authority's activities that are referred by the President.

      3. Examining, studying, and following up on matters referred by the President of the Authority, in coordination with the relevant administrative units.

      4. Preparing summaries of matters, reports, and studies that need to be presented to the President of the Authority, along with providing opinions thereon.​


    • Internal Audit Department

      The Internal Audit Department shall be responsible for the following:​

      1. Preparing the draft risk-based annual audit plan of the Authority, submitting it to the President for approval, and preparing reports on the audit results.

      2. Monitoring compliance with the implementation of laws, regulations, and decisions governing the work.

      3. Reviewing financial instructions, proposing necessary amendments, and monitoring their implementation.

      4. Monitoring administrative activities, including employee appointments, leaves, promotions, and other personnel affairs, and verifying compliance with the applicable laws, regulations, and decisions.

      5. Monitoring financial and accounting activities, disbursement vouchers, bookkeeping procedures, and ensuring the application of approved rules in this regard.

      6. Evaluating financial and administrative audit-related risks and proposing measures to mitigate them.

      7. Following up on corrective actions required from the relevant administrative units based on audit results and preparing periodic reports thereon.

      8. Ensuring the safety of funds, custodial assets, furniture, tools, buildings, and other assets owned by or under the supervision of the Authority.

      9. Participating in periodic and surprising inventories of warehouses and custodial items and

      verifying the accuracy of records and the soundness of applied procedures.​​


    • Legal Affairs Department

      The Legal Affairs Department shall be responsible for the following:

      1. Examining, studying, and following up on legal matters related to the Authority's activities, in coordination with the relevant administrative units.

      2. Preparing draft legislative instruments related to the Authority and providing legal opinions on draft laws referred to it.

      3. Providing legal opinions on matters referred to it.

      4. Preparing draft contracts, agreements, and memoranda of understanding related to the Authority's competencies, in coordination with the relevant administrative units.

      5. Investigating incidents and violations attributed to the Authority's employees, preparing the necessary memoranda on the investigation results along with legal opinions and recommendations, submitting them to the competent authority, and following up on the implementation of the decisions taken thereon.

      6. Following up on disputes and legal cases in which the Authority is a party, in coordination with the competent entities.​


    • Control and Development Department

      The Department of Oversight and Development shall be responsible for the following:​

      1. Working to implement the mechanisms, plans, and programs related to the National Integrity and Transparency Strategy in coordination with the competent authorities.

      2. Examining and studying the causes of deficiencies in administrative, technical, and financial systems that hinder the regular workflow in entities subject to the Authority's oversight and proposing means to address them.

      3. Proposing methods and procedures to enhance integrity and transparency in the management of state property and suggesting clear standards for transparency in tendering and bidding procedures.

      4. Preparing a Code of Integrity for public officials, contractors, and suppliers.

      5. Proposing the necessary legislation to prevent and combat corruption, taking into account the standards and requirements set forth in the United Nations Convention against Corruption, and conducting periodic reviews of such legislation for the purpose of its development.

      6. Proposing the necessary means and effective policies to prevent administrative and financial violations and practices harmful to the public interest and public funds by employees and workers in entities subject to the Authority's oversight and following up on their implementation.

      7. Preparing review reports on the implementation of the United Nations Convention against Corruption in the State of Qatar in coordination and cooperation with the relevant national authorities, concerned State Parties to the Convention, and the United Nations Office on Drugs and Crime.

      8. Providing direct communication channels with the public to receive their suggestions and complaints regarding corrupt or unethical behavior and taking the necessary practical measures to verify such complaints in coordination with the concerned authorities.

      9. Monitoring developments in the field of administrative oversight and transparency and applying the latest recognized oversight methods and approaches.



    • Transparency Department

      The Transparency Department shall be responsible for the following:​

      1. Establishing the principles of transparency and integrity in economic, financial, and administrative transactions to ensure sound governance of the State's funds, resources, and assets and their optimal utilization.

      2. Developing a national strategy to promote integrity and transparency, preparing the mechanisms, plans, and programs necessary for its implementation, and following up on its execution in cooperation and coordination with the competent authorities in the State.

      3. Conducting research and studies related to the Authority's objectives and activities.

      4. Disseminating and promoting knowledge related to the consolidation of integrity and transparency, facilitating public access to such information, and proposing measures that contribute to raising awareness of corruption, its effects, and the risks of its spread.

      5. Encouraging and activating the role of governmental and non-governmental entities, as well as members of society, to actively participate in achieving the goals of integrity and transparency, raising awareness of their benefits, and broadening public knowledge of the means and methods to realize them.

      6. Developing educational and training programs to raise awareness among State employees, particularly those in financial institutions, and training them in advanced methods for detecting corruption, while preparing them to cooperate with the Authority in this field.

      7. Monitoring developments in the field of transparency and conducting research and studies to apply the latest methodologies and techniques aimed at improving the State's position across all global transparency indicators, in coordination with the relevant department and the competent authority



    • Planning, Quality and Innovation Department

      The Department of Planning, Quality, and Innovation shall be responsible for the following:

      1. Preparing the Authority's strategic plan in coordination with the competent entities and relevant administrative units and undertaking the procedures for its approval.

      2. Identifying existing challenges and determining and assessing potential institutional risks that may impact on the achievement of the Authority's objectives and submitting related proposals in coordination with the relevant administrative units.

      3. Managing and preparing alternative plans to ensure business continuity within the Authority during emergencies and crises, in coordination with the various administrative units concerned.

      4. Submitting draft implementation plans, projects, and programs of the various administrative units for approval by the President.

      5. Following up on the implementation of plans related to the Authority's activities, evaluating their outcomes, and submitting periodic reports thereon.

      6. Studying the problems and obstacles encountered in the implementation of the strategic and operational plans and proposing appropriate solutions.

      7. Evaluating the quality of services provided by the administrative units, in coordination with the competent entity.

      8. Reviewing and evaluating performance quality at the level of administrative units and proposing recommendations to enhance their overall efficiency.

      9. Verifying the alignment of work systems and methods with the Authority's functions and objectives and proposing plans to develop those systems and methods and simplify procedures, in coordination with the relevant administrative units and the competent entity.

      10. Studying work-related problems and obstacles within the Authority, identifying their causes, and proposing appropriate solutions.

      11. Receiving initiatives, proposals, and creative ideas, and studying them in coordination with the relevant administrative units and the competent entity.

      12. Monitoring, collecting, and analyzing statistical data related to the Authority's activities, and coordinating with the concerned administrative units regarding the statistical reports required from the Authority.

      13. Coordinating with the relevant administrative units and the competent entity with regard to international indicators related to the Authority's activities and functions.​


    • International Cooperation Department

      The Department of International Cooperation shall be responsible for the following:

      1. Preparing working papers related to conferences, seminars, and local, regional, and international meetings concerning the Authority's activities, in coordination with the relevant administrative units and competent entities.

      2. Organizing the participation in conferences and meetings held by regional and international organizations and bodies concerned with the Authority's mandate, in which the State holds membership.

      3. Preparing reports and responses requested by regional and international organizations and bodies regarding the Authority's activities, in coordination with the competent administrative units.

      4. Studying and following up on the implementation of recommendations issued by regional and international organizations and bodies related to the Authority's work, in coordination with the concerned national entities.

      5. Preparing the necessary reports on the contributions of regional and international organizations and bodies in supporting and enhancing various activities within the Authority's fields of work, in coordination with the relevant entities.

      6. Following up on the State's financial contributions to organizations concerned with the Authority's areas of work, in which the State is a member, in coordination with the competent entities.

      7. Studying effective means of enhancing the State's role in the Authority's areas of activity with Arab, regional, and international organizations.

      8. Gathering and disseminating information and research issued by organizations and bodies related to the Authority's matters at the local, regional, and international levels for the purpose of benefiting from them.

      9. Translating documents, books, scientific research, and foreign correspondence related to the Authority's areas of competence.​

    • Public Relations and Communications Department

      The Public Relations and Communication Department shall be responsible for the following:

      1. Issuing publications and media programs aimed at raising awareness of the Authority's role, activities, and competencies, in coordination with the relevant administrative units.

      2. Monitoring and following up on what is published in newspapers, media outlets, and social media platforms regarding topics related to the Authority and its competencies, presenting them to the officials, and preparing appropriate responses in coordination with the relevant administrative units and competent authorities.

      3. Coordinating with the competent administrative units on the preparation and implementation of awareness and education plans and programs through various events and activities, in coordination with concerned entities.

      4. Receiving requests and complaints from visitors and referring them to the relevant administrative units and responding to their inquiries.

      5. Arranging travel, hospitality, and accommodation for the Authority's guests and incoming and outgoing delegations, in coordination with the concerned administrative units.

      6. Organizing cultural, social, and sports activities for the Authority's employees and supervising the celebrations organized or attended by the Authority.

      7. Organizing conferences, seminars, and exhibitions held by the Authority and preparing the necessary budget for them, in coordination with the relevant administrative units.

      8. Receiving requests from the elderly and people with disabilities, coordinating with the competent administrative units to complete their transactions, and resolving any problems or difficulties they may face.​



    • Human Resources Department

       The Human Resources Department shall be responsible for the following:​

      1. Implementing laws, regulations, and systems related to personnel affairs.

      2. Preparing studies on human resource planning for the Authority and identifying its needs for positions and employees, in coordination with competent authority and various administrative units.

      3. Preparing the draft job description, classification, and ranking system, and following up on its implementation and development.

      4. Preparing the draft budget for Chapter One, in coordination with the relevant administrative units.

      5. Implementing employee performance evaluation procedures.

      6. Carrying out procedures related to appointment, transfer, secondment, and deputation.

      7. Studying employees' entitlement to leave in accordance with the law.

      8. Preparing studies on the Authority's job structure and submitting the necessary proposals to develop its administrative organization.

      9. Identifying the training needs of the Authority's employees, in coordination with various administrative units, and following up on the implementation and evaluation of the training outcomes.

      10. Taking necessary actions to allocate government housing and disburse furniture allowances for the Authority's employees, in coordination with the competent authorities.

      11. Establishing and updating databases related to the affairs of the Authority's employees.




    • Financial and Administrative Affairs Department

      The Department of Financial and Administrative Affairs shall be responsible fo​r the foll​​owing:​

      ​​1. Implementing financial and administrative laws, regulations, and systems related to the Authority's work.​

      2. Preparing the Authority's draft annual budget and final accounts, in coordination with the relevant administrative units.

      3. Providing the Authority and its various administrative units with the necessary supplies and equipment required to carry out their functions, in coordination with the relevant administrative units.

      4. Undertaking procurement, tenders, and auctions in accordance with the applicable laws and regulations in the State.

      5. Supervising the execution of budget appropriations and auditing revenue and expenditure accounts.

      6. Carrying out the necessary maintenance of the Authority's buildings, facilities, and various machinery, in coordination with the competent entities.

      7. Receiving, classifying, and registering incoming and outgoing mail, organizing the Authority's archive, and preserving documents using the latest methods.

      8. Providing administrative services and supervising the Authority's warehouses.

      9. Preparing disbursement documents and all other financial transactions.

      10. Collecting fees and charges for the services rendered by the Authority.


    • Information Technology Department


      The Information Systems Department shall be responsible for the following :

      1. Preparing plans and policies for the use of computers in the Authority's activities and monitoring their implementation.

      2. Programming, storing, retrieving, and developing information systems and data necessary for the Authority's operations.

      3. Securing systems, software, networks, and the information systems infrastructure against cyber incident risks.

      4. Preparing recovery plans to mitigate, prevent, or contain cyber incidents, in accordance with information security policies and guidelines, and in coordination with the competent authority.

      5. Providing and maintaining the hardware, software, and electronic networks necessary for the Authority's automated work systems, in coordination with the relevant administrative units.

      6. Designing, operating, and managing databases and information of various types.

      ​7. Providing the necessary technical support to the Authority's network users and training them on the use of systems, software, computers, and their accessories.

      8. Creating, maintaining, and updating the Authority's website on the World Wide Web.​
