The Administrative Control and Transparency Authority (ACTA) participates in the third Qatari
Youth Forum organized by the Ministry of Culture and Sports, during the period from 4-5
February. This event is held within the framework of the Ministry of Culture and Sports
endeavor to enable young people to participate effectively in areas of society, where the forum
is an opportunity to meet the aspirations of the youth and their goals of having an effective role
and impact in society, which will contribute to achieving the vision of the state.
ACTA’s participation, which will be titled “Our Integrity Is a Legacy for Our Country”, comes
within the framework of its keenness to deepen the youth’s awareness of the correct implications
of the concepts of integrity, transparency and corruption according to the values ​​of the Qatari
society, and awareness of ACTA’s role in educating young people about the negative effects of
corruption and how to avoid them.
During its participation in the forum, ACTA will conduct a survey study in cooperation with the
Ministry of Culture and Sports and Qatar University, on the concepts of integrity, transparency
and corruption (2020) among the youth age group (18-30) in the State of Qatar.
This survey study aims to identify common concepts of integrity, transparency and corruption
among the youth in Qatar, and to specify the sources of these concepts (family, colleagues,
society, cognitive knowledge, religion), and also to identify the images and forms of corruption
known by young people.

Furthermore, a random sample from the community will be chosen in agreement with the
Ministry of Culture and Sports and Qatar University, and in cooperation with various
government agencies in the country to take into account the age, gender, educational level,
employment status and sector in which the young person works, provided that ACTA analyzes
the data. According to the results of the analysis, the concerned parties will be establishing
conclusions that will help in designing the content of the workshops to be implemented by the
ACTA.
Also, ACTA will provide within the activities of the forum, a workshop entitled “Ethics of the
Public Employee” for a number of government agencies’ employees in the country. The
workshop aims to establish behavioral and ethical standards, basic rules and principles for
public service etiquette, promote professional values and culture based on honesty and loyalty
and define job duties and prohibited actions clearly. This happens through setting proper and
responsible job behavior within a specific framework and delving deeper into concepts of
integrity and transparency and their relationship to effective job performance, within the
framework of many national and international references.
Through their fruitful cooperation framework, ACTA and the Ministry of Culture and Sports are
working to promote these initiatives with a view of achieving the pillars of the State of Qatar
national vision 2030 and especially the pillar of social development, which is built on the
development of a fair and safe society, based on good morals and social care, being able to deal
and interact with other societies and playing an important role in the global partnership for
development.
