ACTA in Brief

In light of the significant economic and social development witnessed by the State of Qatar in recent years, accompanied by a legislative renaissance to complete the necessary system for the efficient and effective performance of the state institutions. ACTA is preparing a charter for the Integrity of Public Officials based on Amiri Decree no. (6) of 2015 for the re-organization of the Administrative Control and Transparency Authority. Many national and international references taken into account in the preparation of the charter, and the stakeholders, led by the national team for the implementation of the United Nations Convention against Corruption, have been involved.

The Integrity of Public Officials Charter is a behavioral standard in which a public official must conduct his work. These standards are centered around the values of seriousness, honesty, safety, objectivity, neutrality, efficiency, leadership, integrity, impartiality, justice, equality and transparency. These values are translated into all areas of the work of the public employee, and in all the relationships that bind him to the work environment, the recipients of the service and the society as a whole. Therefore, it covers the performance of functional specialties, the obligations to preserve public funds and property, the preservation of official information and documents, the avoidance and treatment of conflicts of interest, the commitment to the workplace, the relationship with the presidents, the relationship with colleagues, the relationship with subordinates, dealing with email, job duties, and prohibited businesses.

At the national level, this charter comes in the light of achieving Qatar National Vision 2030, focusing on building an efficient workforce committed to the work ethics and emphasizing the optimal utilization of public resources. The charter is also, based on the permanent constitution of the State of Qatar that states that the public service is a national service, and the public servant in the performance of his duties is solely concerned with the public interest.

At the international level, the Charter is consistent with the high​est international standards in this area, notably the United Nations Convention against Corruption, the International Code of Conduct for Public Officials of the United Nations General Assembly, the codes of conduct and the ethics of the public service of many countries of the world.

The charter aims at promoting the legislative framework of the public function with regard​ to the identification of the functional behaviors and the enhancement of public service ethics, which will lead to the achievement of the highest indicators of transparency and integrity in the state, promoting confidence in the public service and further protection of public funds.​
