State of Qatar chairs the second ministerial meeting for anti-corruption law enforcement agencies in Organization of Islamic Cooperation (OIC) Member States, which is organized by Administrative Control and Transparency Authority (ACTA), under the patronage of His Excellency Sheikh Mohammed bin Abdulrahman Al-Thani Prime Minister and Minister of Foreign Affairs.
His Excellency Mr. Hamad bin Nasser Al-Misnad – head of the second ministerial meeting for anti-corruption law enforcement agencies in member states in OIC, and president of ACTA in Qatar said: I welcome you all to the second ministerial meeting for anti-corruption law enforcement agencies in member states in OIC, I also extend my sincere thanks to the Kingdom of Saudia Arabia on the success of hosting the first ministerial meeting for anti-corruption law enforcement agencies.
He added: It is my pleasure to meet again to continue working on promoting cooperation and fulfillment between our countries in the field of anti-corruption, which is considered a major scourge and represents a true challenge to global peace and security, which requires intensifying efforts together to put effective strategies, programs and implementation plans to end corruption more effectively in all its forms, and achieve sustainable development.
His Excellency continued saying: We are aware that anti-corruption is not just slogans or religious texts, it’s an integrated system based on justice, security, and integrity and transparency. And it’s not just a duty, but it’s a social and collective responsibility that requires us all governments, institutions and individuals to join hands and work seriously and faithfully to achieve a society characterized by integrity and transparency, which highlights, activates and empowers the role of civil society in this field.
He confirmed that OIC has achieved many achievements in the field of anti-corruption, either by enacting the necessary legislation and promoting legal frameworks, or by establishing powerful and effective administrative authorities. However, these challenges yet remain, and we must continue working on promoting integrity and transparency systems and develop administrative mechanisms and accountability.
He pointed out State of Qatar’s keenness to attaching great importance on international cooperation and participatory approach in anti-corruption, and its commitment to promoting international partnerships by concluding several memorandums with regional and global institutions, and authorities concerned with combating corruption around the world.
He noted that following a participatory approach in preventing corruption and combating it enables one to become familiar with all aspects of this devasting phenomenon, find out its real cause, and encourage all concerned parties to participate effectively in combating it, explaining that these initiatives reflect Qatar’s firm commitment to strengthening international commitment and exchange visions and ideas, and developing joint action plans that in turn contribute to achieving concrete model for international coordination and cooperation towards ending corruption in all its forms.
His Excellency Mr. Hamad bin Nasser Al-Misnad said: State of Qatar stands out as a reliable partner in achieving the highest levels of integrity and promoting effective governance. Also, following this participatory approach in several countries comes thanks to the wise leadership of His Excellency Sheikh Tamim bin Hamad Al-Thani – the Emir of the country, may God protect him, which set us on the road in promoting national integrity and transparency efforts, and taking clear and well-established efforts based on solid foundations and strict legislation, which in turn contributes to achieving Qatar National Vision 2030, which aims to build an honest society that enhances opportunities for sustainable development.
He pointed out that State of Qatar has issued several legislative instruments that aim to highlight and involve all segments of society in national efforts in preventing and combating against corruption, such as, not limited to, making amendments to penal code and criminal procedure code, issue laws for the protection of victims, witnesses and the like, code of conduct and integrity for public officials, and issue laws regulating the right to obtain information such as legislative tools prepared to the latest standards and the best global experiences.
His Excellency also added: Our meeting today is considered a valuable opportunity to promote regional and global cooperation in the field of anti-corruption. Also, we are fully confident that the recommendations and proposals we will reach will contribute effectively to combating corruption and build an administrative and institutional system based on justice, fairness and equality.
He expressed his hope that this meeting, and the meetings, discussions and join work that will come after it are suitable to exchange experiences, ideas and perceptions, noting that State of Qatar is continuing its national efforts and support to international efforts in combating corruption, and it always welcomes the sharing of its expertise with brotherly and friendly countries.
His Excellency concluded by stating: I wish everyone will have constructive discussions and fruitful sessions, and we look forward to the outputs of this important meeting, and I take this opportunity to invite and welcome you in advance to join the Eleventh Session of the Conference of State Parties in United Nations Convention Against Corruption (UNCAC) on 15th until 19th December 2025. This is important event will gather representatives from all over the world, and it’s considered a unique opportunity, not to Qatar only, but to all countries to play a more effective role in international dialogue on anti-corruption and exchanging the best experiences and practices in this field.

His Excellency Mr. Hussain Ibrahim Taha - Secretary General of the Organization of Islamic Cooperation, said: On my own behalf and on behalf of the General Secretariat of the Organization and all participating delegations, to express our deep gratitude to His Excellency Sheikh Tamim bin Hamad Al-Thani and to the Government State of Qatar for this important meeting.
He added: We live in a world where traditional anti-corruption measures are no longer enough. The quick pacing of technology advance provided perpetrators with new tools for traffic and concealment of proceeds of corruption and escaping punishment. The advancement of technology caused exacerbation of the nature of corruption which has no limit, with it becoming increasingly easier to access through the virtual world that technology made it available. This caused fear in various global forums such as The World Economic Forum, European Commission and the United Nations, which realized that combating corruption on the national level alone has become an increasing challenge. Therefore, the Organization of Islamic Cooperation (OIC) should promote cooperation and coordination, in particular between anti-corruption law enforcement agencies and member states in combating this global challenge.
He praised the efforts achieved and remarkable attention on promoting links between anti-corruption law enforcement agencies and member states of the organization.
He confirmed that the second ministerial meeting offers a crucial opportunity to promote commitment to combating corruption, and that’s through promoting cooperation between law enforcement agencies concerned with combating corruption, and reinforces the message that combating corruption remains high priority in the organization’s agenda, and through working together, it is possible to curb the scourge of corruption that undermines good governance, disables efforts of sustainable development, and threatens the future of communities.
His Excellency urged all member states countries to show their commitment to combating corruption, and that is through signing and ratification Makkah Al-Mukaraamah convention, explaining that it is not just an official agreement, but it is a method to create synergy, promote cooperation and intensifying concerted efforts in reducing corruption.

His Excellency Mazin bin Ibrahim Al-Kahmous – President of the Oversight and Anti-Corruption Authority in the Kingdom of Saudia Arabic, and the head of the first ministerial meeting for anti-corruption law enforcement agencies in OIC member states, has expressed in his words his deepest thanks and appreciation to the State of Qatar on their initiative in hosting the second ministerial meeting for law enforcement agencies specializing in anti-corruption in member states of OIC.
He praised the efforts achieved by his Excellency Mr. Hamad bin Nasser Al-Misnad, president of ACTA in Qatar, in the field of promoting regional cooperation in the field of anti-corruption, thanking the OIC general secretariat on the efforts they achieved in organizing the meeting.
The meeting witnessed wide participation as 56 countries have attended, along with several national institutions concerned with law enforcement which are Ministry of Interior, Public Prosecution and Ministry of Justice.
The meeting has also witnessed participation of several international institutions, among them are United Nations Office on Drugs and Crime, The International Criminal Police Organization (Interpol), OIC, Egmont Group, International Anti-Corruption Academy, International Bank, League of Arab States, The Secretariat General of Cooperation Council for the Arab States of the Gulf, Transparency International, African Union, European Union, and GlobE Network.
